Phoenix & Priors - Enabling Works

The enabling works at Phoenix and Priors Day Centre were carefully planned to ensure minimal disruption to a complex and sensitive environment. The centre provides essential facilities for disabled adults with learning disabilities, requiring a high level of care and access continuity. The works comprised three single-storey extensions, a detached outbuilding, internal reconfigurations, mechanical and electrical upgrades, drainage replacement, and hoist installations. From the outset, we engaged with all key stakeholders, including the school adjacent to the site and Priors Close residential accommodation, to develop a comprehensive site logistics and enabling strategy. Our preconstruction team ensured utility requirements were identified early, allowing for timely connections and avoiding project delays. A phased approach was implemented, with hoarding and secure access routes maintained throughout, guaranteeing 24/7 access for care staff and emergency services.

Community and stakeholder engagement formed the foundation of our enabling works. Early collaboration with the school’s leadership ensured deliveries and site activities were scheduled outside of peak hours, reducing congestion and maintaining safety around the adjacent playground. Similarly, recognising the shared entrance with Priors Close, we implemented segregated walkways and clear signage to preserve safe and unimpeded access for residents and staff. Consultations with neighbouring residents were held prior to works starting, addressing concerns and providing a clear understanding of our planned activities. A dedicated Community Development Champion was appointed to the scheme, maintaining a visible presence throughout the works, facilitating ongoing communication, and ensuring any issues were swiftly resolved. This early-stage, stakeholder-led enabling phase set the foundation for safe, respectful, and uninterrupted progress across the wider programme of works.
